Chapter One: Introduction

1.1 Background of the Study

Climate change is a global phenomenon that has severe local consequences, particularly for vulnerable populations in developing countries like Nigeria. Local governments are increasingly tasked with developing and implementing policies aimed at mitigating and adapting to the impacts of climate change on their communities. Dutse North Local Government Area (LGA) in Jigawa State is no exception, facing challenges such as erratic rainfall patterns, extreme temperatures, and desertification (Ibrahim & Sule, 2023). Local government policies focused on climate change adaptation in Dutse North LGA have included measures to improve agricultural resilience, enhance water management, and raise public awareness about climate risks. However, despite these efforts, the effectiveness of these policies remains uncertain. The challenge lies not only in the design of these policies but also in their implementation and the capacity of local government authorities to respond to the evolving climate crisis (Ogunyemi & Ahmed, 2024). This study seeks to evaluate the effectiveness of local government climate change adaptation policies in Dutse North LGA and assess their impact on the local community’s resilience to climate change.

1.2 Statement of the Problem

Despite the increasing recognition of climate change as a significant challenge, the local government’s policies on adaptation in Dutse North LGA have been hindered by limited resources, lack of technical expertise, and poor public engagement. Although various climate adaptation programs have been initiated, there are concerns regarding their sustainability, effectiveness, and the lack of measurable impact on reducing vulnerability in the community. Climate-sensitive sectors such as agriculture and water supply continue to suffer from the adverse effects of climate change, indicating a gap between policy formulation and actual outcomes. This study aims to assess the local government’s climate change adaptation policies and their implementation in Dutse North LGA, focusing on their effectiveness in addressing local climate risks.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of local government policies on climate change adaptation in Dutse North LGA.

  2. To identify the barriers to the successful implementation of climate change adaptation policies in Dutse North LGA.

  3. To recommend strategies to enhance the effectiveness of climate change adaptation policies in Dutse North LGA.

1.4 Research Questions

  1. What is the effectiveness of local government policies on climate change adaptation in Dutse North LGA?

  2. What are the barriers to the successful implementation of climate change adaptation policies in Dutse North LGA?

  3. What strategies can be adopted to improve the effectiveness of climate change adaptation policies in Dutse North LGA?

1.5 Research Hypothesis

  1. Local government climate change adaptation policies in Dutse North LGA have a positive impact on agricultural resilience and water management.

  2. Barriers such as limited funding and lack of technical expertise hinder the effective implementation of climate change adaptation policies in Dutse North LGA.

  3. Strengthening community participation and improving local government coordination will enhance the effectiveness of climate change adaptation policies in Dutse North LGA.

1.6 Significance of the Study

This study is significant as it provides a critical evaluation of local government policies aimed at adapting to climate change in Dutse North LGA. It will offer insights into the effectiveness of current policies and identify strategies for improving policy implementation. The research will contribute to the broader conversation on climate change adaptation at the local government level in Nigeria, helping policymakers and local government authorities to design more effective and sustainable policies.

1.7 Scope and Limitations of the Study

The study will focus on the climate change adaptation policies implemented by the local government in Dutse North LGA, Jigawa State. The scope will include an evaluation of their effectiveness, barriers to implementation, and recommendations for improvement. The study’s limitations include difficulties in obtaining comprehensive data on policy implementation and the challenge of assessing long-term impacts in a relatively short research period.

1.8 Operational Definition of Terms

  • Climate Change Adaptation: Measures taken to adjust systems, practices, and policies to mitigate the negative impacts of climate change.

  • Local Government Policies: Programs or strategies formulated by local government authorities to address climate-related challenges.

  • Barriers to Implementation: Challenges that hinder the successful execution of climate change adaptation policies, including financial, technical, and social obstacles.
